Milwaukee-based real estate developer Cobalt Partners plans to build a 212-unit apartment complex at 663 54th St. in Kenosha, according to plans filed with the city’s Plan Commission. The development, which will also include roughly 7,000 square feet of retail space, is part of the firm’s broader $450 million nine-block redevelopment effort known as the Kenosha Harbor District in Kenosha’s downtown area.
The $62 million, seven-story apartment building will have a mix of one-, two- and three-bedroom units with market-rate rents. The residential units will be located on floors two through seven, while the ground floor will contain retail space along 54th street and the corner of 6th Avenue and 55th Street. The development would also provide 262 off-street parking spaces.
A public hearing regarding the proposal will be held at the city’s Plan Commission meeting on June 18. If approved, construction is expected to begin in the fall and will take approximately 20 months to complete.
Cobalt Partner’s broader downtown Kenosha redevelopment project was first announced in 2023, with plans that include more than 1,000 housing units, 100,000 square feet of retail space, 420,000 square feet of office space, a hotel and green space totaling an estimated $450 million. The multi-phase project is a collaborative effort between Cobalt Partners, Milwaukee-based Summit Smith Development, Fond du Lac-based C.D. Smith Construction and the City of Kenosha.
Milwaukee-based Plunkett Raysich Architects, LLP is the lead architectural firm for the project.
The Karrick, a 158-unit, five-story apartment building in downtown Kenosha, opened earlier this year at 5522 7th Ave. — marking the first building completed within Cobalt Partners’ sweeping redevelopment plans for the area.
