Wauwatosa-based Matter Development is proposing a 153-unit senior living facility as the next phase of the 26-acre OneNorth development in Bayside.

Construction has begun on the first of several buildings planned in downtown Kenosha as part of a nine-block redevelopment effort known as the Kenosha Harbor District.

At their nearly completed $40 million apartment building, known as The Symphony, Scott and Charles Yauck of Milwaukee-based Cobalt Partners notice everything. In the stairwell, walls are marked with blue tape where the paint needs a touch up. Inside one of the building’s 98 apartment units, they double check that all the hardware is fastened tightly.

Milwaukee-based Cobalt Partners is welcoming tenants to its first apartment building at its Loomis Crossing development in Greenfield, but in order to keep development at the 38-acre site going amid ballooning development costs, Cobalt and the city have entered into a new development agreement.

It’s a story not unlike many cities in the upper Midwest.   A series of manufacturing plant closures left Kenosha’s downtown mostly empty for many years.   From the mid-1980s to the mid-1990s, the once-bustling manufacturing town saw companies like American Motor Corp., Anaconda American Brass and MacWhyte Co. shut down or reduce their operations in the city, eliminating thousands of jobs.
